TERI empowers the neurodiverse community by providing children and teens with enriching educational and social opportunities, offering adults and seniors pathways to independence and fulfillment, and supporting families with expert guidance, resources, and a compassionate community. Together, we create environments where every individual can thrive and achieve their full potential.

Our Why

As our US population with special needs grows, critical resources to serve these children and adults are increasingly vital. Here are just 4 of the many reasons why TERI exists.

  1. Currently, 1 in 6 children, or 17% aged 3-17 years, have been diagnosed with a developmental disability.*

  2. Over half of young adults with autism have no access to vocational or life skills training.

  3. Families desperately need specialized education and support.

  4. Aging parents are urgently looking for life span programs for their children.

How it all began and where we are today

A Life-Changing Moment

TERI was born from a pivotal experience Cheryl Kilmer had in 1970 during a psychology practicum at the University of Michigan.

Meeting Yvette Champagne

Cheryl was assigned to a five-year-old girl, Yvette, who was severely disabled and living in heartbreaking conditions. The experience deeply affected Cheryl.

A Commitment to Do More

Cheryl realized society could and should do more for individuals like Yvette. Though she couldn't save Yvette, Cheryl made a lifelong commitment to change the system.

A Vision Takes Shape

Cheryl’s mission became clear: to create a new standard of care and support for people with disabilities and their families.

Founding TERI 

In 1980, Cheryl established TERI (Training, Education, and Resource Institute) in Oceanside, California—an innovative organization focused on enhancing quality of life for individuals with special needs.

A Global Model of Care

TERI now offers groundbreaking programs including equine therapy, performing arts, agriculture, two non-public schools, residential homes, and occupational training that empowers individuals to thrive in society.

Building the Future: TERI Campus of Life

Currently under construction in San Marcos, CA, the TERI Campus of Life will expand access to services with state-of-the-art facilities on 20 acres of scenic land.

A Dream Realized

The new campus will serve more children and adults, creating a community built on love, compassion, joy, and hope—turning Cheryl’s dream into a lasting legacy.
